Xin Guobin said that in the past 40 years of China's reform and opening up, the development of the manufacturing industry has achieved remarkable achievements. Especially since 2010, the added value of China's manufacturing industry has ranked first in the world for many years. The development of high-tech manufacturing industry is good. At present, the proportion of industrial enterprises above designated size exceeds 12%, and major breakthroughs have been achieved in many fields such as manned space flight and high-speed railway. New technologies, products, and models such as artificial intelligence, Internet of Things, big data, cloud computing, and blockchain are constantly emerging, and a number of technologies have entered the first phalanx of the international market.

Xin Guobin said that while seeing the results, it is also necessary to clearly understand that China's manufacturing innovation capability is weak and its dependence on foreign countries is high. It is still in the middle and low end of the global industrial chain and value chain as a whole.

According to reports, the Ministry of Industry and Information Technology survey of more than 130 key basic materials in more than 30 large enterprises across the country shows that 32% of key materials are still blank in China, 52% rely on imports, and most computers and servers are 95% high-end processors. Dedicated chips, more than 70% of intelligent terminal processors and most of the memory chips rely on imports. In the field of equipment manufacturing, more than 95% of manufacturing and testing equipment for high-end CNC machine tools, high-end equipment, launch vehicles, large aircraft, aero engines, automobiles and other key parts finishing lines rely on imports.

"We still have decades of gaps with developed countries, and the road to building a strong country is still very long." Xin Guobin said that efforts should be made to do the following five aspects.

The first is to deepen the reform of the institutional mechanism as a "head shot" and focus on creating a good development environment. To promote the high-quality development of manufacturing industry, it is necessary to further deepen the reform of ‚Äúdistribution management‚ÄĚ, optimize the business environment, promote the reform of the national defense industry and the reform of state-owned enterprises in monopoly industries, and play a decisive role in market allocation of resources.

The second is to focus on improving the ability of manufacturing innovation. However, some places are eager for quick success, blindly follow the trend, and speculate on the so-called new technology and new industries. They must be highly vigilant and resolutely correct.

The third is to take the supply-side structural reform as a breakthrough and accelerate the transformation and upgrading. On the one hand, it is necessary to develop strategic emerging industries and advanced manufacturing industries; on the other hand, it is necessary to steadily degenerate and dispel old kinetic energy, resolve excess capacity, speed up the improvement and upgrading of traditional industries, and promote the overall improvement of the entire industrial chain.

The fourth is to focus on the role of the new engine led by the information drive, and deepen the integration of information technology and manufacturing. The world is entering a period of economic development led by the information industry. The digital economy has become an important driving force for economic and social development. Can we seize the opportunity of digital development and decide whether the goal of manufacturing a strong country can be achieved.

The fifth is to build a high-quality development carrier and cultivate a group of high-quality and efficient manufacturing enterprises. To achieve high-quality development of manufacturing industry, both leading enterprises and small enterprises are needed. It is necessary to increase support for the development of small and medium-sized enterprises and develop a group of specialized small giant enterprises.
